Clear Grass Land and Desert Land, with any intended Warp Whistles collected.

Use Grass Land to practice filling the P-meter with B held, then tap A repeatedly to fly as Raccoon Mario.

In 1-3, crouch on the white platform near the end until Mario drops behind the scenery, then run behind the goal to reach the first Warp Whistle.

In the World 1 fortress, keep a Raccoon suit, fly above the first room's ceiling, continue right, and enter the hidden door for the second whistle.

White Mushroom Houses
Collecting the required coins in certain stages causes a special Mushroom House to appear on the map.

Press down with the Tanooki Suit to become a statue temporarily, avoiding many attacks and revealing a few special interactions.

You do not need to attack him directly. Bait his ground pound so he breaks the brick floor beneath himself.
